This expansion takes place through their improved capabilities, which enable them to use their full potential to lead lives that are of value to them. As the first global Human Development Report published by the United Nations Development Programme (UNDP) put it, the real wealth of a nation is its people and the purpose of development is to create an enabling environment for people to enjoy long, healthy, productive and creative lives (UNDP, 1990). Viewed in this light, economic growth is essential but is not the goal in itself; instead, it is a means for achieving human development.
